2016 ACCOMPLISHMENTS

Oregon Smart Growth (formerly Oregon LOCUS) was formed in September 2016 to be a vital voice for responsible developers, investors and allied industries to focus state and local policy towards walkable, livable communities that are economically, socially and environmentally sustainable, and ensure residential and commercial feasibility.

In just three months, Oregon Smart Growth secured

important improvements to Portland’s proposed Inclusionary Housing program:

  • Suspension of the IH program if offsets were unavailable to developers

​

  • Lower inclusion rates outside of Central City, where projects are smaller

​

  • Moderate obligations for unit inspections and income certifications 

​

  • Removing concurrent development requirement when using Off-site option

In addition, OSG helped push back proposed reduced financial offsets that would have made development under the IH program even less feasible.
